The State Excise
Department has been established with the creation of a separate State of Nagaland in
December 1963; absorbing the Assam Excise staff on deputation who were then deployed in
Dimapur, for the purpose of collection of Government revenue and administration of (a)
Excise Act and rules, the then (b) Dangerous Drugs Act 1930 and (c) Indian Opium Act 1857.
The Assam Act was enforced until such time the State own Act known as Nagaland
Excise Act 1967 finally enacted and brought into force with effect from 1st
March 1972 for the purpose of Excise Administration and Justice.
In the initial stage the activities of the Department was mainly concentrated in
Dimapur and Kohima areas only. However the ever increasing nature of Excise duties and
enforcement activities demanded expansion of the Department. Therefore gradually Excise
enforcement outposts have been established headed by Superintendent of Excise and
Prohibition in almost all the strategic District Headquarters in the State.
The Department administers the Nagaland Excise Act 1967, Nagaland Distilleries
rules 1977 (under suspended animation) Nagaland Opium rules 1977, the liquor total
prohibition Act 1989, the sugar cane order 1966 and the Narcotic Drugs and psychotropic
substances 1985.
ORGANISATION

headed by a Cabinet Minister assisted by Parliamentary Secretary and a full-fledged Secretary.

FUNCTION
The main
functions of the Excise and Prohibition Department are to check and control possession,
sale, consumption and manufacture of liquor and to prevent smuggling of excisable goods
and other Narcotic Drugs in the State. The Department also control and regulates the
import, export and issue of liquor to Military and Para Military Units through the Canteen
Stores Depot and Para Military Bonded Warehouses located at Dimapur.
ACHIEVEMENTS IN COLLECTION
OF EXCISE REVENUE
Before
introduction of prohibition in the State, the main function of the Department were:
collection of excise revenue and other regulatory duties.
The Department had record collection of excise revenue to the tune of Rs.600
lakhs in the year 1988-89 (the year preceding the prohibition). Presently the Department is collecting excise
revenue only on liquor supplied to the Security forces through CSD and other Para Military
Units through the Para Military Bonds.
