NAGALAND GEOGRAPHICAL INFORMATION SYSTEM CENTRE

 

          The Department of Planning & Co-ordination has taken the initiatives of setting up the Nagaland Geographical Information System (GIS) Centre under the direct control of Development Commissioner. The Geographical Information System, the emerging technology in the field of Information Technology can be a solution that can lead a State like Nagaland ahead and in the right direction. GIS technology application will meet the requirement of all developmental departments for decision making and policy formulation while on the other hand it will also be a tool in keeping track of all the developmental activities.

 

Introduction :

Nagaland attained its statehood on 1st December, 1963 with the state capital at Kohima. It is bordering in the East Myanmar and Arunachal Pradesh, West & North by Assam, and South by Manipur. Nagaland lies in the longitude of 93.20 E to 95.15 E and Latitude 25.6 N to 26.4 N. Nagaland has 11 district Viz. Dimapur, Kohima, Mokokchung, Mon, Phek, Tuensang, Wokha,  Zunheboto, Peren, Longleng and Kiphire. It has an Area (in Sq. Km) of 16,579. The percentage of forest cover is about 86 %( as per FSI, MoEF, GOI Report 1997)

 

          Nagaland holds a unique natural treasure of picturesque rolling mountains, fascinating hill slopes and valleys , virgin and turbulent rivers piercing occasionally through narrow gorges along with a dense, luxuriates and healthy floral & faunal treasure. The sixteen main tribes and few other sub- tribes inhabiting this small oriental state of the Indian Union have penchant for dances and festivals, which is periodically celebrated with enthusiasm, Pageantry and gaiety. All tribes have their own dialect and certain other specified character – some of which are reflected in the combination of colors of their traditional apparels such as shawls, Mekhalas, Ornaments etc. and others through their cultural traits and attributes such as costumes and festivals.

 

Setting up ‘Nagaland Geographical Information System and Remote Sensing Centre’ and Creation of an Integrated Digital database for Development Planning for the whole state.

 

The aim of starting a Geographical Information System (GIS) and Remote Sensing Centre of Nagaland is to have a digital information system of the state using the latest in the field of information Technology (IT) which will be user friendly, easily accessible, easy to modify, easy to store and it will answer to any information required for assessing the potentialities and liabilities in planning process for the State, District, Block, Administrative circles levels and to the village level.

 

          Effective management of Rural Development activities is of central importance to any development state as stated in the 73rd and 74th constitution amendments. At present, the local authorities do not have ready access to the information needed for the formulation of local areas development. Crucial data about development collected by various agencies is not shared systematically and often not checked for accuracy. Some of the major problems with the existing data management system at the district level are:

         

i.                    The administrative machinery is geared to centralized planning without taking into account specialized local requirements.

ii.                   No arrangements are made available through which complex location specific problems are studied quickly on the spot.

iii.                 Data requirement for local area planning having not been fully identified.

iv.      Conventional methods of data collection/ collation, storage are not amenable to quick updation, retrieval and integrated analysis.

v.       Inter-Sectoral data flow mechanisms are not efficient.

vi.      Lack of compatible/standardized procedures for data collection and validation inhabits integration.

vii.      No scientific methodology for supporting decision of local area Planning developed tasted and demonstrated.

viii.     Non-availability of institutional back-up at the local level fully equipped with required tolls and skills.

ix.       Reluctance of the developmental machinery at the local level to adopt the new technologies and tendency to continue with the conventional modes of planning.

 

Objectives:

The main objectives of the study are to build Digital GIS Platform for developmental processes for Nagaland state through application of modern science and technology. It is designed to provide the state /district based managers and implementation agencies, sensitive tools and update technique for rapid information retrieval and analysis/ integration of multiple data. This will help them in arriving at informed planning decisions through optimization exercise using computers. There will be four basic targets:

a.      Setting up the centre

b.      Creation of digital data base

c.      Building up GIS based system

d.      Training of personnel.

   

The objectives are expanded below by following activities.

 

 -  Digital Decision Support System for State Planning and Developmental Activities

 -  Development of Resources Profile of the Whole State.

 -  Development of Integrated Database with Spatial and non-Spatial layers.

 -  Application Development as per need of users Departments

 -  Application Development for District and Village Level Planning.

 

The objectives enumerated above are further elaborated as fallows:

 

Objective       1: To interact with District authorities and assess their precipitation of the problem of management for development at district and grass root level and assess the prospects of improvement in planning process through application of digital technology.

 

Objective       2: To design appropriate digital data structure, procure and install computer hardware and software system and set up a state –of-art Geographic Information System and Remote Sensing Centre.

 

Objective       3: To create a digital database on the state of human scenario of the state in terms of demography, literacy level, occupation, human development index and quality of life.

 

Concern Parties/Target Ushers of Output of the Proposed Project:

 

The target ushers of the project output will be the development Department, planners at State / District / Block / Administrative circle level and State Government as a whole. The output will also be useful to the different NGOs implementing agencies engaged in developmental activities in the state and the region as a whole.

 

The project outputs will consist of the following:

a)     Multi- disciplinary data on natural resource and co-lateral data on demographic, social and economic parameters in standardize computer compatible format.

b)     Retrieve of data (through effective analysis of database) in user define formats (Tables, Report, Thematic Maps etc) through specially developed software packages.

c)     Demonstration of utility of database for development planning to district sub division and blocks level authorities and state agenesis.

   

Status at the end of project:

 

At the end of the project the proposed center will have a functional digital set up with adequate hardware/ software and library support. In addition the centre will have digital database and thematic digital maps covering almost all relevant parameters required for developmental planning.

ix.                 Power / Transmission

b)                 Database on human resources including literacy level, occupation pattern, income level, health status, availability of amenities / infrastructures.

 

          The project will be implemented through Government of Nagaland and all Departments and the district / sub division administration will be the major beneficiaries of the project.
